Formation Counseling Services (FCS) was founded as a ministry of Heights Cumberland Presbyterian Church in 1984. It was founded based on the calling to meet a need. Pastors of the Church realized that the need for counseling services far exceeded what they could provide. FCS was established to provide professionally trained, Christ-inspired counseling services to help meet the vast need for psychologically-informed soul care inside and outside the Church.

This need is the same need that Scripture identifies in Isaiah 61:1-3. This passage became Jesus’ mission statement when he read it in the synagogue in Luke 4. We identify Isaiah 61:1-3 as the “Soul Care Commission.” We see it as the Biblical mandate which calls Christ-followers to care for the souls of others—to support and restore the well-being of persons, in the midst of their circumstances, in such a way that they are increasingly formed into the likeness of Christ. We see our counseling services as one expression of the response to the Soul Care Commission.

We see our partnership with churches as another expression of the response to the Soul Care Commission. We seek partnerships with churches to provide counseling services that inspire healing, growth and renewal. Our unique model of providing on-site counseling services in existing church facilities minimizes our ministry costs and extends our reach to the poor and brokenhearted in our communities.

This model gives churches the ability to provide counseling services that are an in-reach to their congregation and an outreach to their community. Churches need not have any expertise in providing counseling services and the cost for the ministry FCS provides onsite is negligible for the church (perhaps a slight increase in utilities). The church provides the space and FCS provides everything else! Exposure to liability is virtually zero for the church because the church is not providing counseling services.  FCS is providing counseling services as a separate non-profit corporation.

Our devotion to partnership in ministry with churches is inspired by the crucial role of the church in the Soul Care Commission. We see that role symbolized by church steeples (as also discussed regarding our mission). When European newcomers were settling the eastern U.S., there was a regulation in many communities that prohibited building anything higher than the steeples of the churches. Then, if a person was in need, all they had to do was look up and find the nearest steeple and they would know where to run.

Unfortunately, this function of steeples appears to have been lost. The church is called to raise its steeples and reclaim its role as the primary provider of soul care in the community. We are deeply committed to our sacred calling to help elevate the soul care role of the church in communities around the world.
